TESSA online system for scheme participants

TESSA is our online system for supporting the Energy Security Safeguard, including the Energy Savings Scheme (ESS) and Peak Demand Reduction Scheme (PDRS). Scheme participants use TESSA to manage certificates, meet their reporting obligations and meet their target or pay a penalty. This includes:

  • viewing their certificate holdings
  • transferring certificates
  • surrendering certificates
  • notifying us of their Individual Liable Demand
  • lodging their ESS Annual Statement and PDRS Annual Statement
  • paying a penalty.

Creating a TESSA account

New scheme participants should contact the scheme participant compliance team at essregulator@ipart.nsw.gov.au for advice on creating a scheme participant TESSA account.

Adding or removing contacts

Anyone who is a contact for your TESSA account and is a member of the customer admin group can add or remove contacts for your TESSA account

Buying and selling certificates

Trading of certificates occurs outside of the Registry of Certificates (TESSA). 

IPART is not involved in the trading of certificates., You will need to contact buyers and sellers of certificates, or their broker, to trade certificates. 

Transferring certificates

The change in ownership of certificates must be recorded in the Registry of Certificates (TESSA).

Surrendering certificates

Scheme participants nominate the number of certificates they wish to surrender against an ESS or PDRS target when they lodge their ESS Annual Statement or PDRS Annual Statement.

There are restrictions on the type, vintage and status of certificates that you can surrender against an ESS or PDRS target. These restrictions are explained in the Compliance Guide - Scheme Participants. You should consider these restrictions when acquiring certificates.

Reporting in TESSA

Scheme participants meet their reporting obligations by submitting the following TESSA cases:

  • lodging an ESS Annual Statement 
  • lodging a PDRS Individual Liable Demand 
  • lodging a PDRS Annual Statement.
