To be able to create Peak Reduction Certificates (PRCs) from an activity, an Accredited Certificate Provider (ACP) must be the person with the right to the peak demand reduction capacity for that activity. This person is known as the ‘Capacity Holder’.

To be the Capacity Holder, you must meet one of the following:

  • You are the person that benefits from the activity. That is, you hold the right to the capacity to reduce peak demand.
  • You have been nominated by the original capacity holder. This will generally be the household or business on whose behalf the activity has been carried out.

There are two ways to be nominated as a Capacity Holder:

  • actual nomination by the Capacity Holder
  • deemed nomination.

Actual nomination by the Capacity Holder

For all activities except for BESS2, the original Capacity Holder can nominate you for an Implementation. They can do this by filling in the combined Energy Savings Scheme (ESS) and PDRS Nomination Form. There is a separate nomination process for BESS2.

You are allowed to adjust the format of your nomination form to suit your business processes and branding; however, the wording must not be changed without our approval. Nominations are only valid if made using this wording, as it is the wording that is approved by the Scheme Administrator.

You must also provide a copy of the completed form back to the person who is nominating you for their records.

Nomination for BESS2 only

For BESS2 activities, instead of using the Nomination Form, you must ensure that the Demand Response Aggregator incorporates the nomination into their contracting processes. That nomination must comply with the BESS2 Nomination Specification, which allows for flexibility in how the ACP is nominated. 

Note that regardless of who the demand response contract is between, the ACP must be nominated as the Capacity Holder by the account holder. 

You must also provide a copy of the completed nomination declaration back to the person who is nominating you for their records.
