The Store and Shift Capacity sub-method (SASC Method) under the Peak Demand Reduction Scheme Rule (PDRS Rule) incentivises households and small businesses to create capacity to shift electricity demand away from peak demand periods.

Eligible activities

The PDRS Rule includes one Activity Definition under the SASC Method: BESS1 – Install a new behind the meter battery energy storage system, which will commence on 1 November 2024. 

Certificates can be created for this activity where the Implementation Date is on or after 1 November. 

BESS1 accreditation 

To create certificates from BESS1 implementations you must first become accredited for BESS1. We have updated our guidance and have published our Battery activity application pack, including forms for BESS1.

Activity requirements

To be eligible to create certificates under the PDRS, batteries installed under Activity Definition BESS1 must meet requirements in the PDRS Rule. 

The PDRS Method Guide will help prospective ACPs understand the requirements that will need to be met for battery activities under the PDRS Rule.

Equipment requirements

Multiple batteries installed together as a system can be considered a ‘battery energy storage system.’ Activity Requirements for BESS1 in the PDRS Rule require that the batteries:

  • are listed on the Clean Energy Council’s list of approved batteries, which is the product list specified by the Scheme Administrator
  • meet additional warranty and connection requirements set out in the PDRS Rule
  • have a combined capacity that is greater than 2 kWh and less than 28 kWh 
  • are installed by an installer with Grid-Connected Battery Storage ‘Design and Install’ or ‘Install only’ accreditation by Solar Accreditation Australia, which is the installer list specified by the Scheme Administrator.

When installing multiple batteries, the purchaser must also pay the minimum co-payment amount for every battery.

Fact sheet requirements

You will need to provide a BESS1 fact sheet to the customer with the quotation for the installation of a battery.

It’s good practice to keep records as evidence of providing the fact sheet. Auditors will check the fact sheets have been provided during audit.
